Well there are many but not much as good for all
Obviously I will say "El Investigador" magazine as one but also "steampunk y Otros retrofuturismos" from Spain http://steampunkyretrofuturismos.blogspot.com/
SP Chile, SP México, SP Spain and The Golden Gear also from Spain are the forums myself recommended.
The others like Colombia, Puerto Rico o Argentina are too new for now
On facebook Sociedad Steampunk Argentina and the gropu for the radio show "Cabaret de Vapor"
Also some blogs like SP Peru http://steampunkperu.com/ or the ring for the steampunk on spanish language http://aether-red.blogspot.com/
