Regarding me being connected with Luís, yes, we are connected, in the sense that we're both from Portugal and we know eachother for a few years now. Actually, it was he who first published one of my fictions back in 1998, in an old and long extinct "emailzine" of his.
But I'm curious; you met a Portuguese fellow by my name? Both name and surname? If so, that's a hell of a coincidence: it's not at all a common combination around these parts. :)

And although in your youth I, too, didn't speak English all that well (in fact even today I write much better than I speak, thanks to that good old Portuguese accent you probably know quite well), I'm pretty sure I'm not "your" Jorge Candeias.
