Stormy weather and Dinosaurs on an airship

I am working on a new series of steam punk stories for children, set in Victorian London, and I am having trouble with the main character. I am trying to create a history for him and am struggling with two possible scenarios. 

  1. He is the son of a watchmaker, but always had his head in the clouds turned his training towards building an airship instead of clocks, which earns him the scorn of his father. OR
  2. The son of a coal miner and inventor who builds a digging machine,…

So, for my next steam punk adventure story, I have a gentleman explorer who finds a floating kingdom with a terrible weapon, but I need to decide on one of three different scenarios: a solar powered stone left over from a lost civ. that can scorch the earth, a storm machine, or the mythical phoenix , which has been captured and caged for centuries, but again could be released and used as a weapon.  Who wants to weigh in?

So, we all know how hard it is to find a good villain. My problem is, I have too many. The current story has an Atlantis with a twist story...and the search for a earth shattering super weapon, but what I want to know is, which seems more appropriate, a Master or disguise type villain with a mechanical henchman, bent on world domination of course, or the head of a mercenary group, looking to hold the world ransom. Thoughts?

Greetings all, with many happy returns of the day.  I am a science writer who has recently been drawn into the wonderful world of Steampunk.  I have spoken with a number of friends experimenting with Steampunk, and they say that the genre is actually undefinable--a bit fantasy, sci-fi meets history, alternate timelines dealing with social issues.  For the most part, I get it, but I am having a devil of a time trying to decide on appropriate story scenarios to open my series of YA novels…
